Department of Administration

The Department is headed by a Deputy Executive Director and is responsible for the sub-divisions of Finance, IT, General Services, Personnel and Auxiliary Services.  These provide essential administrative service to the Ministry’s’ staff in Windhoek and at overseas posts.

The Administration Department is the central coordination hub, geared towards the promotion of coherency and coordination between the strategy and the various actors within the Ministry and the Missions abroad. The ideals are harmonized to ensure the delivery of effective support services that complement the successful implementation of the Foreign Service Policy, and skilled and motivated Human Capital for the Foreign Service.

The platform is designed through a comprehensive set of essential administrative services, carefully crafted in units of Human Resources, Information Technology, General Services, Auxiliary Services and Finance. The Department, amongst other aspects, represents the following functions:

Human Capital Management

The key focus is on Human Capital Development, Organizational Development and the implementation of the Human Resources Development Plan. This ensures that a competent staff complement emerges to secure a high performance culture.

Information Technology Accessibility and Connectivity

Emphasis is placed on the ability to enable and deliver fully fledged access to Information Technology, and the effective use thereof to facilitate multimedia communication strategies for the Ministry, and consistent access to information on demand.

Infrastructural and Asset and Management

Efforts are aimed at ensuring access to infrastructural support for a conducive work environment.

Service procurement and acquisition

Effective coordination of the service acquisition and delivery thereof within the set administrative guidelines and procedures.

Department of Bilateral Relations and Cooperation (DBRC)

The Department is headed by a Deputy Executive Director and deals with Namibia’s relations at the bilateral level, be they political, security, economic, social and cultural.

It has four directorates:

  • Directorate for Africa and the Middle East
  • Directorate for the American and the Caribbean
  • Directorate for Asia and the Pacific Rim
  • Directorate for Europe

Each directorate has been divided into divisions and sub-divisions to which Deputy Directors and desk officers for specific countries are allocated.

The Ministry of International Relations and Cooperation has the responsibility of executing government policy regarding each region and country in a manner that is proportionate to Namibia’s interests and capabilities in any given area of the world. Thus, in most cases, our bilateral relations with individual countries are to be seen within the regional context, focused on those objectives that are prioritized and achievable.

Department of Multilateral Relations and Cooperation (DMRC)

This Department is headed by an under-secretary, DMRC comprises and consists the Directorate of International and Regional Co-ordination, and the Directorate of Treaties and Agreements. 

The Department works to assert Namibia’s position and interests on a regional, continental and global level, and manages the country’s participation in major regional and multilateral organisations.

As a member state of SADC, Namibia has been active in working for the peace and security of the region.  From 2013 to 2014 Namibia was the Chair of the SADC Organ on Politics, Defence and Security Cooperation. 

At the African Union, in April 2014, Namibia assumed a regional seat on the African Union Peace and Security Council, a position the country held until April 2016.

These Directorate have functional responsibilities which cut across regions and also manage our participation in major regional and multilateral organisations.

Diplomats participate in the work of international organisations and conferences, negotiations and conclusions of agreements, protocols, conventions and treaties.

Department of Protocol (DP)

The Department of Protocol and Consular Affairs is responsible for State Protocol matters and ceremonial events. It organizes and coordinates protocol affairs for major state and diplomatic functions and manages matters related to courteous reception and diplomatic privileges and immunities of foreign diplomatic missions, regional and international organizations in the Republic of Namibia. It also develops protocol rules and etiquette. The Department covers the responsibilities related to international protocol. Provides support for official visits to Namibia, diplomatic accreditation and ceremonial events. The Department facilitates the presence in Namibia of members of approximately thirty two (32) foreign diplomatic missions and sixteen (16) regional and international organizations.

The Department is headed by the Chief of Protocol, who is the Chief of both State and Diplomatic Protocol. The Department consists of a Directorate, headed by a Director, who also serves as the Deputy Chief of Protocol, and three Divisions headed by Deputy Directors, namely;

  • Division Functions, Ceremonies and Consular Affairs
  • Division Accreditation, Privileges and Immunities
  • Division Special Programmes

Division Functions, Ceremonies and Consular Affairs

The Division Functions and Consular Division deals with the provision of consular protection and assistance for Namibian citizens abroad.

The Division arranges the attendance of the diplomatic and consular corps at ceremonial and state occasions and manages the formal accreditation procedures for the appointment of Ambassadors and High Commissioners to and from Namibia.

It also supervises the planning with other agencies of programmes for Guest of Government visitors to Namibia, as well as preparing itineraries for other official visitors coming to Namibia under the Ministry's overseas visitor’s programme.

Consular Directorate provides advice on the protection of the interests and welfare of Namibia citizens abroad. It gives guidance and direction to overseas posts and Honorary Consuls in the provision of assistance to Namibia citizens in difficulties in foreign countries, the delivery of notarial and other legal services, voting arrangements for elections and referenda and services on behalf of other government agencies.

The division is also responsible for the authentication of documents for use overseas. 

Division Special Programme

To attend to the daily engagements or programme of the President, Vice President, Founding President and Father of the Namibian Nation, Speaker of National Assembly, Prime Minister, Deputy Prime Minister, Chairperson of the National Council and the Chief Justice.

Division Accreditation, Privileges and Immunities

The Sub-Division administers the extension of Privileges and Immunities to Diplomats, Consular Corps, members of the International and Regional Organizations, as well as to personnel seconded to the Republic of Namibia under Bilateral Agreements.

Furthermore, the Sub-Division handles general enquiries about the Vienna Convention on Diplomatic Relations, 1961 and Vienna Convention on Consular Relations, 1963. , as well as pursuing complaints involving members of Missions. It handles enquiries and complaints from Missions, members of the public, other Government Departments, solicitors and the Police.

It issues Diplomatic vehicle number plates, Value Added Tax (VAT) Certificate, for the importation of personal effects of diplomats (known in short as Certificate “A”), registration of diplomatic motor vehicles, over-flight and landing clearance for VIP and aircrafts, diplomatic and military aircrafts, including vessels and fire-arm licenses.
