It is always a great pleasure to engage with you at this platform. Let me therefore welcome you all, particularly those Heads of Mission and International Organizations, who were accredited following our meeting in July 2019. As His Excellency the President indicated during your accreditation, we count on non-resident heads of mission to be regular visitors to Namibia. Please do make Namibia an integral part of your diplomatic tour, in order for us to enhance our relations and bilateral cooperation.
It is my distinct honour to welcome you all at State House to witness the launch of Namibia’s Africa Peer Review Mechanism (APRM) National Governing Council, and the signing of the Memorandum of Understanding on Technical Assessment Missions and the Country Review Visits between the Committee of Heads of State and Government Participating in the Africa Peer Review Mechanism and Namibia.
Today we are honoured and privileged to have you, Honourable Minister amongst us. Your presence here is a reaffirmation of the excellent relations between our two sister countries. I therefore warmly welcome you honorable Minister and your delegation to Namibia. Please feel free at home away from home.
The 39th Ordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC) was held at Julius Nyerere International Convention Centre in Dar es Salaam, United Republic of Tanzania, on the 17th and 18th August 2019. Summit was attended by the following Heads of State and Government and/or their representatives.
Your Excellency, Dr. Benjamin Mkapa Former President of the United Republic of Tanzania; In the interest of time, please allow me to stand by the established protocol. Allow me to start by expressing, with a deep sense of humility, my gratitude for being invited to deliver the closing remarks at this Public Lecture. From the onset, I would like to congratulate His Excellency, Dr. Benjamin William Mkapa, Former President of the United Republic of Tanzania, the SADC Secretariat, the Uongozi Institute and the University of Dar es Salaam for this timely Public Lecture.
The Ministry of International Relations and Cooperation congratulates Ms. Winifred ‘Winnie’ Karagwa Byanyima of Uganda, on her appointment as Executive Director of the Joint United Nations Programme on HIV/AIDS (UNAIDS), by the United Nations Secretary-General António Guterres, following a rigorous and competitive selection process. Ms. Byanyima takes over from Mr. Michel Sidibé, who has led the Programme for the past ten years, and who was appointed as Minister of Health and Social Affairs of Mali.
The SADC family has learnt with sadness of the tragic fuel tanker accident that took place in Morogoro, the United Republic of Tanzania, on the 10th August 2019, claiming over 70 lives and injuring many more. On behalf of the SADC Council of Ministers and indeed on my own behalf, we wish to express our deepest condolences to the Government and people of the United Republic of Tanzania, and particularly the bereaved families. We sympathize and remain in solidarity with the Government and the people of the United Republic of Tanzania during difficult moment.
