Good afternoon, it is my distinct honour and privilege to extend my congratulations to the Russian Diplomatic Service and to celebrate with you today, 10th of February 2017, Diplomats’ Day. Today we are celebrating 468 years of effective diplomatic practice. On this day in 1549, the first foreign service institution was established in Russia – the Ambassadorial Office.
On 31 January 2017, the 28th Session of the African Union (AU) Assembly of Heads of State and Government appointed eleven (11) Members of the AU Advisory Board on Corruption, for a two-year term (2017-2019). The newly-elected Board Members include Mr. Paulus Noa, Director: Anti-Corruption Commission, who represents the Southern African Region, along with Madame Florence Ziyambi from Zimbabwe.
The year have started in full swing and our work have commenced in earnest. Notwithstanding, let me take this opportunity to wish you all a Happy and Prosperous 2017 with the best of health. I trust that we all had a restful and joyous Festive Season and that we are in full mode of implementation and effective delivery. I also welcome back to headquarters all returning Foreign Service officials.
Let me start by expressing my thanks and appreciation to you all for having responded positively to our invitation to continue this working breakfast tradition that we started last year. Equally, let me take this opportunity to wish you all a Happy and productive 2017, as you continue to keep the public informed. His Excellency the President has declared the 2017 as the Year of Rededication, thus calling on all of us to rededicate ourselves to national building, in the spirit of Harambee.
The proposed allocation for the 2016/17 financial year is N$900 862 000 (Nine hundred million, eight hundred sixty two thousand Namibia Dollars). A decrease of N$ 13 506 640 (thirteen million five hundred and six thousand six hundred and forty dollars) from the budget of last year. 16% or N$144 255 000 (one hundred forty four million two hundred fifty five thousand Namibia Dollars) of the total amount requested will be utilized for capital projects at our diplomatic missions and at headquarters.
It is my great honour to welcome you to this ceremony today, by which the Ministry of Health and Social Services of the Republic of Namibia is handing over a donation of medical supplies to the Ministry of International Relations and Cooperation for shipment and handing over to the Health Authorities in the Republic of Angola.
